An author of the state law setting campaign spending limits said Monday that Lt. Gov. Cruz Bustamante is still improperly benefiting from large contributions despite shifting the money to a new committee opposing an initiative on the Oct. 7 ballot.
"His new plan — his new scheme — is just as illegal as the first," said state Sen. Ross Johnson, R-Irvine, who plans to amend a lawsuit to make the case against Bustamante's recent move.
