As racially divisive as opponents say its potential is, Proposition 54 may be the best-kept secret among local officials this side of the Oct. 7 recall. Lack of knowledge about Proposition 53 is a close second. Both measures have been approved by the U.S. Justice Department to be included on the October ballot.
