The man who wrote and sponsored California's Proposition 209, which banned affirmative action in the state, is speaking out against a measure that would prohibit the state from collecting racial and ethnic data on Californians.

The Racial Privacy Initiative (RPI), also known as Proposition 54, will share the Oct. 7 ballot in California with the question of whether to recall Gov. Gray Davis and if so, which of the 135 certified candidates should replace him.
