Redirects:
Changes to Previously Approved
Commission Recommendations


Once approved by the President and Congress, the Defense Base Closure and Realignment Commissions (DBCRC) recommendations have the force of law. Changes to any of the preceding Commission recommendations can only be accomplished by a subsequent Commission action, or by a direct Act of Congress. During the 1991 round, there were nine approved changes to previous recommendations. By the 1993 round, however, 15 redirects were approved by the Commission. On February 28, 1995, the Secretary proposed 27 changes to previously approved Commission recommendations. The 1995 Commission approved 27 redirects, with several modifications in gaining installations. This appendix summarizes all changes, or redirects, of prior Commission recommendations.

Army Bio-Medical Research Laboratory, Fort Detrick, MD (Change the recommendation of the 1991 Commission regarding Tri-Service Project Reliance by not collocating environmental and occupational toxicology research with the Armstrong Laboratory at Wright- Patterson Air Force Base, OH. Instead relocate portions of the Environmental Quality Research Branch to the U.S. Army Environmental Hygiene Agency (AEHA), Aberdeen Proving Ground, MD.)
